The disqualifiers, in rough order of frequency
- Late submission — one minute past closing time is out, no exceptions
- No active CSD registration, or a non-compliant SARS tax status
- An expired document — B-BBEE certificate, tax pin or COIDA letter past its date
- A missing returnable — any mandatory document or form not included
- Unsigned SBD forms (SBD 4, 8 and 9 especially)
- Missing a compulsory briefing session
- Bidding above your CIDB grade on construction work
- Pricing errors on the schedule, or an unsigned pricing page
What 'returnables' means
Returnables are the documents and forms the tender requires you to return with your bid — the SBD forms, your B-BBEE proof, tax pin, CSD report, company registration, and any sector certificates. The tender lists them; miss one and the bid is non-responsive. Treat the list as a checklist, not a suggestion.
A 10-minute pre-submission check
- Every returnable on the tender's list is present and current
- Every form requiring a signature is signed by an authorised person
- Your company name and CSD details match exactly across all documents
- Pricing totals and VAT are correct and the pricing page is signed
- You will deliver before the closing time, to the exact address stated
